Jim Stickney
Jim Stickney began his officiating career in northern Illinois before joining OCFOA in 2001. After years of dedicated service, he joined Doug Turner’s crew in 2002 as a flank official, moving to back judge the following season.
In 2008, Jim was selected as a new crew chief — a role he proudly continues to hold today. He is blessed with the opportunity to officiate high school football in Orange County and is extremely proud of his personal and crew accomplishments over these years of service.
Jim has been married to his wife, April, for 30 years, and together they have three wonderful daughters: Nevia (23), Siena (21), and Talia (18).

Chris Salio
Chris Salio started officiating football in 2004 and has worked as a special education teacher for the past 34 years.
He has two adult children, James and Miranda. When not officiating or teaching, he works as a ski patroller in Big Bear, Calif.
Treasurer / Secretary
Tory Leonard
Troy Leonard began officiating in 2010 and has earned recognition for leadership and excellence, including the 2010 Pop Warner Rookie of the Year, the 2019 OCFOA Brisacher Award, and the 2024 OCFOA McDonough Official of the Year Award.
He currently serves as an OCFOA crew chief (since 2019) and as SCFA Crew Chief (since 2024). He also serves as the OCFOA Secretary-Treasurer (since 2019) and is a key contributor to game fee negotiations with CIF garnering increases in the last two cycles.
His postseason assignments include the 2024 and 2025 CIF Section Championships, 2023 and 2024 CIF Regional Championships, and 2025 CIF 3A State Championship. His longstanding commitment to excellence and leadership has made him a respected presence in the officiating community.

Dan Pulos
Dan Pulos is in his 15th season with OCFOA and currently serves as a Back Judge on Jim Stickney’s crew.
Outside of officiating, he coaches varsity baseball at Esperanza High School and lives with his wife, Amanda, and their 16-year-old daughter.

Terry Torline
Terry Torline has proudly served as an Orange County High Schools sports official of multiple sports for more than 20 years – bringing professionalism, consistency, and a genuine love of the game to every contest.
Terry believes the best officials are the ones who keep the focus where it belongs—on the athletes and the game.
When he’s not on the field or court, Terry enjoys spending time with family, mentoring newer officials, and helping grow the officiating community. He also has a successful career in the automotive industry, where customer service and building lasting relationships are just as important as teamwork and communication on the playing surface.
Favorite officiating philosophy: “Be prepared, be professional, and remember—the game is bigger than any one official.”

Bob Biggio
Bob Biggio joined OCFOA in 1998. He has worked the Head Lines position his entire career.
Bob has served as an OCFOA Board Member for several years and has also served as the OCFOA rookie, co-instrutor for the past few years.
Bob resides in Costa Mesa with his wife, Susan, and dog, Bingo. Bob has three children and two grandchildren.

Jeff Roberts
Jeff Roberts has been officiating football with the OCFOA for 26 years, the last 14 as a crew referee. Jeff has served on the OCFOA Board for 16 years, most recently as President from 2020-2022, and now advises the Board as the Parliamentarian and the Chair of the By-Law Committee.
Jeff is married and has two kids attending The Ohio State University. When not on a football field, Jeff is a personal injury attorney with his own practice in Newport Beach.

David Lamm
David Lamm joined OCFOA in 2019 and is currently the Umpire on the Gary Gilman crew. When not blowing whistles and throwing flags, he also umpires baseball in the spring.
In addition to officiating, David serves as the General Manager for the Orange County Riptide, a collegiate wood bat summer baseball club playing at the Great Park in Irvine.
David lives in Corona with his wife Jessica, two cats and two dogs, one who is quite famous. He trained his youngest dog, Omaha the Bat Dog, to retrieve baseball bats. Omaha retrieves baseball bats for the OC Riptide and the Lake Elsinore Storm.
